By first looking to see what is in our hands, to see if we possibly already hold the needy’s request, BEFORE saying we’ll pray about it, or by writing a check…
I feel the main thing we must do is provide real human services along with our Christian message. Jesus fed the multitude with the five loaves and two fishes. He provided a very real human need, nourishment, to accompany his message. Human beings have requirements that must be met so that they can be comfortable and willing to receive the word of God. They must have full stomachs, warm clothing on their backs, and have their pain and suffering diminished before they can be ready to devote full attention to God. Charity is the key here, and without it we would have no chance in reaching people in order to tell them the wondrous word of God. We will never reach everyone, and sure there will be those who take advantage of the situation, but that cannot dissuade us from continuing to do good for others. If we turn just one person onto the right path, it will all be worth it.
Firstly, before we even have plans to effectively help the poor and broken of the city, we need to be reminded and meditate on the SECOND COMMANDMENT OF JESUS CHRIST.
Only then, can the result of our actions be considered effective in a wholesome manner.
As the Chinese saying goes: “YO CHIAN CHU CHIAN, YO LI CHU LI”;
ABOVE ALL THESE AS IN THE SAYING, THE MOST EFFECTIVE IS “PRAYER REQUEST” TO OUR DEAR FATHER-IN-HEAVEN, LORD JESUS CHRIST AND THE HOLY SPIRIT – REMEMBER WHO GOD IS.
I would agree wholeheartedly with Jessie1 in his earlier comment.. Granted we do need to pray, and pray fervently and persistently, God will hear those collective prayers and honor them I believe. But as it says in the book of James, we have our faith, but without deeds/works to give credence to our prayers and public professions of faith, faith without works is dead. Without the deeds, the words of our faith become empty and meaningless. Out of our faith, trust, and reliance on God should naturally flow our good deeds, to help our poorer/needy brothers and sisters.
There are a number of things that one can do, one being to go and volunteer at a food distribution program, where real physical needs of hungry people, men, women and children are being addressed and met. As Jessie 1 said, people must eat, have nourishment to be approachable with the Good News about Jesus as their real “bread of life.” It’s not hard to do, I saw it first hand in 2008 when I was unemployed and put to work part time at Foothill Unity Center in Pasadena Ca. There you could see the tangible results of your deeds first hand with smiling, appreciative faces of people from all walks of life. You don’t have to give large sums of money, just some of your time and effort. Go do it in the name of our Lord Jesus Christ.

Especially for those who are eager to help but situation forbid them to, such as those facing financial problems.
